Penang SIM Card Guide 2026
Where to buy a SIM card in Penang, which network to choose, and how much data you actually need for a week. Updated for 2026.

Getting a local SIM in Penang is straightforward. You don't need to pre-book, you don't need to visit a specific store, and you don't need to negotiate. Here's the practical rundown.
Where to Buy
Penang International Airport (arrivals hall): Maxis, Celcom, Digi, and U Mobile all have booths in the arrivals area. This is the most convenient option โ get your SIM before leaving the airport. Queues can be long in peak hours; have your passport ready.
7-Eleven and convenience stores: Tourist SIMs from Maxis (HotLink Tourist SIM) and Digi are available at 7-Eleven branches throughout George Town and Batu Ferringhi. No contract, pay as you go.
Gurney Plaza and Queensbay Mall: All major telcos have retail shops here. If you want a longer-validity plan or need help setting up a SIM, the mall stores have English-speaking staff.
Penang Sentral (bus/ferry terminal): There are telco booths near the ferry terminal on the mainland side in Butterworth.
Local tip
Airport SIM counters charge standard walk-in rates. The same SIM cards are RM 5โ10 cheaper at telco shops on Jalan Penang in George Town. If you can wait until you've checked in, most hotels have WiFi โ use it while you decide which carrier to buy. No need to rush a purchase in the arrivals hall.
Which Network?
Maxis (HotLink): Best overall coverage on Penang Island and across Malaysia. The HotLink Tourist SIM (RM 50 for 30 days) includes 40GB data and free calls โ good value for a week's visit. Available at airports and 7-Eleven.
Digi: Strong in urban areas; slightly weaker in rural Penang (Balik Pulau, Teluk Bahang). The Digi Tourist SIM (RM 30 for 7 days, 50GB) is competitive if you're only staying a week.
Celcom (now merged with Digi as CelcomDigi): The merger with Digi completed in 2023. Coverage is combined. The new CelcomDigi network is now the largest by subscribers in Malaysia.
U Mobile: Cheapest option; coverage is usable in George Town but has more gaps outside the city. Fine if you're staying in the city and budget-conscious.
How Much Data Do You Need?
3 days in George Town, light usage (maps, messaging, occasional Instagram): 5โ10GB is sufficient.
7 days including Penang Hill, day trips, heavy photo uploading: 20โ30GB comfortably covers it.
Working remotely for a week: 50GB+ to be safe; or get a plan with unlimited daily data (hotspot-enabled plans exist from ~RM 50โ80 for 30 days).
eSIM Options
If your phone supports eSIM (most phones made after 2021 do), you can buy a Malaysia eSIM before your trip and activate it on arrival without visiting a store. Popular options: Airalo (~USD 7 for 1GB, ~USD 20 for 5GB), Holafly (unlimited data, ~USD 25/week). These are slightly more expensive per GB than a local SIM but convenient if you're arriving late or moving fast.
Setup Notes

unet, Digi isdiginet. - WhatsApp and Google Maps work normally on all Malaysian networks.
- Hotspot/tethering: Check your plan โ some tourist SIMs restrict hotspot use.
If You're Just Passing Through (Less Than 3 Days)
The free WiFi at Penang International Airport is reliable. Most hotels have WiFi. Grab works well in George Town with hotel WiFi alone. A tourist SIM only becomes essential if you're walking the heritage area without constant WiFi access, which most visitors are.
