Accessible Transport in Penang: What the Operators Say
Wheelchair and step-free travel in Penang, limited to what operators publish: the ETS train's OKU facilities, Butterworth station and Penang Sentral, the ferry, the Penang Hill funicular and airport pick-up. Includes the gaps we couldn't confirm.

Penang's step-free provision varies a lot between operators. In this guide we only state what an operator or the state government says itself. Where we couldn't confirm something, we tell you, so you know what to ask before you travel.
The best-documented step-free trip in Penang is the Penang Hill funicular, which has assisted wheelchair boarding and free loan wheelchairs. The weakest link is the lifts at Butterworth station. Allow extra time there.

ETS trains (KTM)
KTMB says its ETS trains have an OKU-friendly coach and an OKU-friendly washroom, with special seats for disabled and elderly passengers in Coach D, near the washroom. Butterworth station and Penang Sentral
- The walkway between Butterworth KTM station and Penang Sentral is about 200 metres long and air-conditioned. The state government says it meets universal-design standards.
- Lifts are the weak point. In January 2026 the state acknowledged complaints about lifts that weren't working, leaving the stairs as the only option. A station upgrade that adds escalators to both platforms was then at tender evaluation. Ask KTM staff on arrival which lifts are working, and allow time.
- Wheelchair loan. Penang Sentral lends wheelchairs free of charge, first come first served, from its information counters on Level 2 and Level 3.
The Penang ferry
Penang Port Commission lists free travel for OKU (disabled) passengers on the Butterworth–George Town ferry (other adults pay RM 2 per crossing; the crossing takes about 10 minutes). It doesn't describe step-free boarding on its ferry page, so ask at the terminal before you buy.
Penang Hill funicular
Penang Hill Corporation says the hill is wheelchair-friendly:
- Go to the information counter at the Lower Station. Staff will help you board the funicular through a designated wheelchair access.
- Motorised or electric wheelchairs are not allowed inside the funicular.
- You can borrow a lightweight wheelchair free of charge (maximum user weight 100 kg) from customer service.

Penang International Airport
The airport has a dedicated e-hailing pick-up zone on the ground floor of the car park opposite the main terminal, with live arrival boards, an air-conditioned waiting area and service counters. What we couldn't confirm
We couldn't confirm these from the operators, so check directly before you rely on them:
- Rapid Penang buses: which routes use low-floor or wheelchair-accessible buses. Ask Rapid Penang.
- Grab: whether a wheelchair-accessible vehicle option is offered in Penang. Check the Grab app.
- The heritage zone's pavements: we found no official accessibility guidance for George Town's streets and five-foot ways (covered walkways). A trishaw ride is one way to see the heritage zone without walking it.
