First 30 Minutes at Penang Airport
Your step-by-step arrival guide — immigration, SIM cards, money, and getting to your hotel
What do I do when I land at Penang Airport?
After landing, complete immigration (~10 min, have your MDAC QR code ready), collect baggage, then grab a tourist SIM (RM 30–50) and RM 200 cash from the ATM. Head to Ground Floor Door 3 for a Grab to George Town (RM 26–35, 30 min). The whole process from touchdown to hotel takes about 30–45 minutes.
Step-by-Step Guide
From Touchdown to Hotel in 30 Minutes
Follow these 5 steps in order. Each takes roughly 5–10 minutes. By the end, you will be in your Grab heading to your hotel.
Landing & Immigration
After landing at Penang International Airport (PEN), follow signs to Immigration. The walk from the gate is 5–8 minutes through a single terminal building. Penang's airport is compact and easy to navigate — no internal shuttle buses needed.
Malaysia Digital Arrival Card (MDAC)
All foreign visitors must complete the MDAC online before arrival at imigresen-online.imi.gov.my. It takes 3 minutes and you will receive a QR code by email. Have it ready on your phone.
Fill in the MDAC during your flight using the airline WiFi or before you depart. It is faster than filling it at the airport and reduces queue time significantly.
Immigration Queue
- Join the Visitors lane (not Malaysian Citizens)
- Have your passport open to your photo page and hotel address ready
- Biometric fingerprint scan required for first-time visitors to Malaysia
- Typical wait: 5–15 minutes (up to 30 min during peak morning arrivals)
Visa-Free Entry for Most Nationalities
Citizens of most countries — including the USA, UK, EU, Australia, Japan, South Korea, and all ASEAN nations — receive a 90-day visa-free stamp automatically. Check Malaysia Immigration for your specific country.
Baggage Claim
After immigration, follow signs to Baggage Reclaim. Penang Airport has a single baggage claim hall with multiple carousels. Check the overhead display screens for your flight's carousel number.
- Luggage trolleys are available free of charge near the carousels
- First bags typically appear 10–15 minutes after you reach the carousel
Customs Declaration
After collecting your bags, proceed through the Green Channel (nothing to declare) or Red Channel (goods to declare).
Duty-Free Allowance (per person):
- • Goods: up to RM 400 in value
- • Alcohol: up to 1 litre of wine or spirits
- • Tobacco: up to 200 cigarettes or 225g tobacco
- • Personal effects: clothing, electronics for personal use
Declaring extra alcohol or cigarettes? Use the Red Channel — customs officers regularly check bags. Undeclared taxable goods can result in on-the-spot fines.
SIM Card & Money
Immediately after exiting Customs into the Arrivals hall, you will find telco counters and ATMs on both sides. Sort your connectivity and cash here before getting transport.
Tourist SIM Card
| Provider | Plan | Price | Data |
|---|---|---|---|
| CelcomDigi (Hotlink/Digi) | 7-day tourist | RM 30 | 10 GB |
| Maxis (Hotlink) | 15-day tourist | RM 38 | 15 GB |
| U Mobile | 30-day tourist | RM 50 | Unlimited |
All three major telcos work well across Penang. CelcomDigi (merger of Celcom and Digi) has the widest rural coverage. Maxis/Hotlink is popular for its speed in urban George Town. You will need your passport to register the SIM.
Getting Cash (Malaysian Ringgit)
Best: ATM (Maybank, CIMB, RHB)
Available 24/7 inside arrivals hall. Your home bank's exchange rate applies — typically 1–2% off mid-market. Withdraw RM 200–300 for immediate needs.
Avoid: Airport money changer kiosks
Rates are 3–5% worse than ATM or George Town money changers. Only use if you have no other option.
Wise / Revolut Card
If you have a Wise or Revolut card, use it at any ATM or tap-to-pay at major stores. Typically the best rates available.
Grab accepts cash and credit card in Malaysia. However, having RM 50–100 in cash for your first hour (drinks, tips, small vendors) is recommended. Not everywhere accepts cards.
Getting to Your Hotel
You are now ready to leave the terminal. Here are all your transport options, ranked by what most tourists choose first.
Grab — Ride-Hailing App
How to get a Grab:
- 1. Exit Arrivals and head to Ground Floor, Door 3 (signposted "Grab/E-Hailing Pickup")
- 2. Open the Grab app, enter your hotel address
- 3. Select GrabCar — driver arrives in 3–8 min
- 4. Confirm pickup at Zone A or Zone B (shown on app)
Typical fares from airport:
Download and register Grab before your trip — the app requires phone verification which can be slow on a new SIM. Register at home with your regular number, then add Malaysian payment later.
Airport Taxi — Fixed-Price Counter
The airport taxi counter is inside the Arrivals hall (look for the yellow "Airport Taxi" sign before you exit). Pay a fixed coupon price upfront — no haggling.
Typical fixed fares (2026):
When to choose taxi:
- No smartphone or Grab app
- Prefer paying cash upfront
- Large group with lots of luggage
Rapid Penang Bus 401E — Budget Option
RM 4Bus 401E runs between the airport and Komtar bus terminal in George Town. Frequency: every 30 minutes. Journey time: approximately 60 minutes. The bus stop is outside the Arrivals exit, turn left.
Route 401E details:
Airport → Komtar (George Town hub)
Frequency: Every 30 minutes
Operating hours: ~6 AM – 10:30 PM
Fare: RM 4 (pay driver, exact change)
Bus 401E does not run overnight. For late arrivals (after 10:30 PM), Grab or airport taxi are your only options.
Pre-Booked Private Transfer
Many hotels offer airport pickup service, typically RM 60–120 depending on the property and distance. Book in advance through your hotel. The driver will meet you in Arrivals holding a sign with your name.
First Things to Do
You made it! Once you are at your hotel, a few quick actions will set you up perfectly for your Penang trip.
Essential Apps to Download
- Grab — rides, food delivery, e-wallet
- Google Maps — download Penang offline map for when data is slow
- Google Translate — Malay and Chinese (Traditional) for menus
- Moovit or Rapid Penang app — real-time bus routes
Money: Exchange Before You Explore
George Town has excellent money changers on Penang Road, Campbell Street, and Chulia Street — rates are 3–5% better than the airport.
The money changers along Penang Road (near Chowrasta Market) consistently offer the best rates in the city. Bring your cash and compare 2–3 before exchanging.
Your First Meal
Penang's food scene is arguably the best in Southeast Asia. If you arrive during the day, head straight to a hawker centre — New Lane Hawker Stalls or Gurney Drive Hawker Centre are 15–20 minutes from George Town hotels by foot or Grab. Char kway teow and assam laksa are must-eats.

Transit at Penang Airport
Have a layover at PEN? Here is how to make the most of your time depending on how long you have.
2–4 Hours
Stay in the Departure Lounge — grab a meal at the airport cafes, use the free WiFi, or browse the duty-free shops. Penang Airport is clean and comfortable but small. The Prayer Room (Level 2) is available if needed.
4–6 Hours
Worth venturing out! Clear immigration (if your nationality allows visa-free entry), grab a Grab (RM 26–35) to George Town and spend 2–3 hours exploring. The Clan Jetties, Chew Jetty, and a quick walk through the UNESCO Heritage Zone are all within 10 minutes of the city centre.
Allow 45 minutes to get back to the airport, plus 90 minutes for check-in and security. If you have 6 hours total transit, leave George Town by the 4-hour mark.
Overnight / 8+ Hours
Book a hotel in George Town (many excellent options from RM 80–200/night). The Tune Hotel and various budget guesthouses on Chulia Street are popular for transit stays. Return the next morning refreshed.

Frequently Asked Questions
Is there a train or MRT from Penang Airport to George Town?
No, there is no train or rail connection from Penang International Airport (PEN). Your options are Grab (RM 26–35, ~30 min), airport taxi (fixed-price coupon, RM 45–55), Rapid Penang bus 401E (RM 4, ~60 min), or a pre-booked hotel transfer. Grab is the fastest and most affordable option.
How late do Grabs run from Penang Airport?
Grab operates 24 hours a day in Penang. Even for late-night or early-morning arrivals, you can usually get a Grab within 5–15 minutes. Wait times may be slightly longer between 2–5 AM. Make sure you have the app installed and a payment method linked before you land.
Can I get a SIM card at Penang Airport at midnight?
The main telco counters (Celcom, Digi/CelcomDigi, Hotlink/Maxis) in the arrivals hall typically operate from around 7 AM to 11 PM. For late-night arrivals, airport WiFi is free — connect and download your apps. You can buy a SIM the next morning at any convenience store (7-Eleven, myNEWS) throughout Penang.
Do I need to fill in the Malaysia Digital Arrival Card (MDAC) at the airport?
Ideally, fill in the MDAC online before your flight at imigresen.gov.my. It takes about 3 minutes and you will receive a QR code confirmation. If you forget, there are tablets and assisted counters at the airport where staff can help you complete it on arrival — but this adds time to your immigration process.
What is the best money exchange option at Penang Airport?
ATMs at Penang Airport (Maybank, CIMB, RHB) give competitive exchange rates and are available 24 hours. The airport money changers (kiosks near arrivals) have rates roughly 3–5% worse than the interbank rate. For the best rates, withdraw a small amount at the airport ATM for immediate needs, then exchange the rest at money changers in George Town (Penang Road, Campbell Street) once you arrive.
How long does immigration take at Penang Airport?
Immigration typically takes 5–15 minutes for most arrivals. Peak times (9–11 AM when multiple flights land together) can extend this to 20–30 minutes. Having your MDAC QR code ready on your phone and your onward travel/hotel address prepared will speed up the process. Most visitors from ASEAN, EU, UK, USA, Australia, and other approved nationalities enter visa-free for 90 days.
Is there an airport bus from Penang Airport to Batu Ferringhi beach?
Yes. Rapid Penang bus 401E runs from the airport to Komtar bus terminal in George Town (RM 4, ~60 min), where you connect to bus 101 heading to Batu Ferringhi (another ~45 min, RM 2.70). Total journey: about 2 hours and RM 6.70. A Grab directly to Batu Ferringhi takes 45–60 minutes and costs RM 45–60, which is a much faster option for most travelers.
