Not from Penang directly. The mainland ports of Kuala Perlis (Perlis) and Kuala Kedah (near Alor Setar) both run regular ferries to Langkawi — reach either from Penang by intercity bus or KTM Komuter plus a taxi. For most visitors the short flight from Penang is simpler and quicker.
What is the best time to visit Penang and Langkawi?
November to February offers the best weather with less rain. March-April is also good. September-October is monsoon season with heavier rain — flights are rarely affected, but outdoor island activities in Langkawi can be.
